EA App launches Sims 3.
I get the sims 3 launcher to open.
When I press play, it bounces me back to EA app like its asking for permission.
This crashes both apps.

@ITSMEatALL Try deleting Options.ini, in Documents > Electronic Arts > The Sims 3.
This will reset all your in-game options, but hopefully your changes will stick going forward.
